In order to provide expert testimony, an appraiser is required to possess a level of knowledge and experience well above what is typically found in the industry. Bill Kelly, President of Residential Research & Valuation has been active in real estate valuation, management and consulting since 1985. Additionally, he has completed the professional development curriculum offered through the Appraisal Institute in appraising for litigation purposes. At all times, an appraiser must remain unbiased in performing an appraisal of property.
